Mr Gubin was born in 1965 in Novokuibushevsk, Kuibushev region.
In 1987 he graduated from Yaroslavl Higher Military Financial School of Red Star Order named after General A. V. Hrulev. PhD in Economics.
Actively participates in socially significant projects; Ilya Gubin is Deputy Chairman of the Engineering Union of Russia, a member of the Association of Regional Banks of Russia (Association “Russia”) Council, a member of the Commission on Banks and Banking Operations of the Russian Union of Industrialists and Entrepreneurs Council (RSPP), All-Russia public organisation Russian Engineering Union, Russian–Austrian Business Council.
Mr Gubin is a member of the boards of trustees of Preobrazhenskiy Military School, the Federation of Cycling Sports of Russia, the Handball Union of Russia, the International Practical Shooting Confederation and the Moscow Confederation of Billiard Sports.
He is awarded the Russian Ministry of Defence medal ‘For strengthening comradeship in arms’, the ‘300th Anniversary of the Russian Navy’ medal, the ‘Distinguished Service in the Army’ medal 2nd degree, and the ‘70th Anniversary of the Armed Forces of the USSR’ medal.
In 2001, by order of the Ministry of Industry, Science and Technologies of the Russian Federation, I. N. Gubin was awarded the title ‘Honourable Machine Engineer’.
In August 2008, for participation in the financial support and restoration of churches of the Russian Orthodox Church, he was awarded the Order of Reverend Sergei Radonezhsky, 3rd degree. Also, in November, 2010, he was awarded with the Venerable Seraphim of Sarov Order of the third degree for material contributions to renovating the temple dedicated to the Protection Veil of the Most Holy Theotokos in the Nizhny Novgorod region.
In 2009 Ilya Gubin has been added to the management personnel pool established under the President’s patronage.
Ilya Gubin is a winner of an annual all-Russian competition held by an Advisory Council under the Chairman of the Accounts Chamber of the Russian Federation as "The Best Russian Banker in 2009".
In 2011 Ilya Gubin won the annual National Bank Award "For Efficient Bank Management" presented by the Association of Russian Banks.
